Close-out records and recovery checkpoints — what a future session needs and cannot re-derive.

Convention

Written before a context clear, a pause, or a risky operation. Lists every new or modified file and every deferred item.

Naming: FCC_<TOPIC>_HANDOFF.md — same stem across stages, so a Find, its blueprint and its critique are findable together by anyone who knows only the topic.

Adopted from the convention all five peer projects converged on (AOME, CTO, CONSTEL, RC, PAOM). See FCC_PEER_SOP_ALIGNMENT_RESEARCH.
