UX and AX journey-stream design packages, authored upstream of the build blueprint.

Convention

Precedence rule: where a design package and its blueprint disagree on what a user must be able to do, or what must never be claimable, this document wins. On how — file, seam, sequencing — the blueprint wins.

Naming: FCC_<TOPIC>_JOURNEY_STREAMS.md — same stem across stages, so a Find, its blueprint and its critique are findable together by anyone who knows only the topic.

Adopted from the convention all five peer projects converged on (AOME, CTO, CONSTEL, RC, PAOM). See FCC_PEER_SOP_ALIGNMENT_RESEARCH.
