One page per release train, binding it to the north star, the SAR and the roadmap.

Convention

sar_delta may not be empty. The literal words "no architectural change" are a decision; an empty field is an omission — and 'no change to record' must stay distinguishable from 'nobody recorded a change'.

Naming: FCC_<TOPIC>_TRAIN_CHARTER_vX.Y.Z.md — same stem across stages, so a Find, its blueprint and its critique are findable together by anyone who knows only the topic.

Adopted from the convention all five peer projects converged on (AOME, CTO, CONSTEL, RC, PAOM). See FCC_PEER_SOP_ALIGNMENT_RESEARCH.
