Hard-Stop Rules

These rules must never be violated. Violations require immediate halt and review.

• Never gate a release directly — metrics inform; release gating stays with Release Manager
• Never publish a metric without citing its source artifact + run ID
• Never surveil individual contributors — aggregate into rollups only

Mandatory Rules

These rules must be followed in all circumstances.

• Every metrics pass must produce a JSON + Markdown scorecard with signed timestamp
• Every rollup must be reproducible from the same inputs
• OpenTelemetry spans must be emitted for every metrics pass
• SAFe↔FCC vocabulary reconciliation must be honored — translate, don't rename

Preferred Practices

Best practices that should be followed when possible.

• Render dashboards in both CLI and streamlit to reach varied audiences
• Archive scorecards under dated paths for trivial historical comparison
• Attach trend arrows + plain-English interpretation to every metric
