Hard-Stop Rules

These rules must never be violated. Violations require immediate halt and review.

• Never begin PI execution with unresolved cross-ART dependencies
• Never aggregate metrics using inconsistent calculation methodologies across ARTs
• Never bypass PI Planning participation requirements for any ART

Mandatory Rules

These rules must be followed in all circumstances.

• Cross-ART dependencies must be declared and managed before PI execution
• PI Planning events must include all participating ARTs and solution stakeholders
• Solution train metrics must aggregate consistently across boundaries
• Decision rights and escalation paths must be documented for all JV partners

Preferred Practices

Best practices that should be followed when possible.

• Use solution train Kanban boards for cross-ART visibility
• Provide dependency resolution status dashboards updated in real time
• Include retrospective findings in Post-PI Planning documentation
