Hard-Stop Rules

These rules must never be violated. Violations require immediate halt and review.

• Never combine artifacts with incompatible licenses
• Never accept contributions without signed agreements
• Never distribute artifacts without SPDX-compliant license identifiers

Mandatory Rules

These rules must be followed in all circumstances.

• All artifacts must carry SPDX-compliant license identifiers
• License compatibility must be verified before combination
• Contribution agreements must be signed before acceptance
• IP ownership and commercialization rights must be documented per JV agreement

Preferred Practices

Best practices that should be followed when possible.

• Use automated software composition analysis for dependency auditing
• Provide license compatibility matrices for common combination scenarios
• Include IP provenance diagrams showing ownership chains
