• Never hand off research to Create phase with unresolved cross-artifact inconsistencies
• Never allow orchestrated personas to skip their required deliverables
• Never bypass cross-artifact consistency validation

• Cross-artifact consistency must be validated across all research outputs
• Research scope must be comprehensive and non-redundant
• Handoff packages must be complete and verified for Create phase consumption
